Compare their two danmaku.
Utsuho is BRUTE FORCE and randomness, before going all out in tremendous attacks in a hope to destroy. Someone intelligent would have trouble dealing because there isn't much to see through or it forces you into a corner anyway.
Keine's is even and methodical and terribly organized, making it easy to see through. Someone equally intelligent would rend her to bits. Someone unintelligent gets overwhelmed.

Generally, no. It limits you, but the gaps are simple. Meanwhile, Peta Flare has no chance of memorization, and in ZUN's own words... "The big bullets are dangerous, but so are the things they hide. Look through the explosion to avoid the debris." The problem is the little shots covered by the stars.
Hell's Tokamak just doesn't compare. Random cards can be the worst.
