Mass incubization is hard to do outside of turning a region into a mamono realm, so it would likely need to be a monster with a lot of power and/or resources.

Succubus nostrum can cause a man to rapidly become an incubus, but the monster would have to get a big supply of it and find a way to get lots of men to drink it.

But honestly, I can't see any one monster race being likely to attempt this. Even the Extremist faction races would find it easier to get a bunch of women to monsterize and the end result would be getting more incubi.

Nope, while monster mana did undergo some changes when Lilith came to power, monsters remained able to produce their own mana just like any other living thing. Most monsters in the previous era did not feed on essence, let alone human mana. As for the male monsters turning female, that was due to the new setting being "monsters are all female." Albeit, I have heard it said that among the few male monsters (like vampires) who had found love with human women, they instead turned into human incubi (this has not been confirmed in any settings book, but rather was mentioned in tweets, which KC has cautioned can include him saying things that are subject to change).

The monster's drive to consume human flesh was pure a instinctual desire brought about by the previous setting, and not based on any need for human flesh specifically. Some monsters even were able to suppress it and learn to love humans.
