Eientei is an unusual building. As long as humans don't find it, its history does not move forward. It's the product of the princess' control over eternity and my own knowledge. That the mansion's history never moves forward means that nothing that occurs there becomes recorded history.

Okay, I can tell that you obviously do not understand anything regarding Eintei so I shall refrain from raging on you. First off, if they are not magicians then yes it does mean that they cannot use magic. That is the whole point of being a magician. Marisa, Patchouli, and Alice are all magicians. They use magic. Most magical beings can use only the innate magical power that they were born with, but magicians can develop any power they wish after studying and analyzing it.

Second point, the whole reason why Eientei was hidden away within the Lost Bamboo Forest is because they wanted to be isolated away from everyone else and left alone. It is only recently that they opened up their doors to outsiders. And only when doing exhibitions on the Lunar Capitol. This is also why they accepted Tewi's offer to share their knowledge with the Earth rabbits in return for Tewi ensuring that it becomes that much harder for humans to find Eientei.

Threat level applies to the level of danger the youkai presents to humans. China is one of the friendliest youkai in all of Gensokyo. Therefore she is not much of a threat as long as you do not rush the SDM gate or try to sneak in. As opposed to someone like Rumia who is weaker than China but considered a Medium threat.

This is correct. Danmaku has nothing to do with magical ability. Anything can be danmaku. Sakuya throws knifes at you. Cirno throws ice. Aya throws wind and leaves. Reimu uses spiritual energy. Yukari uses her gap powers. In order to use magic you have to be a Magician. This is why Marisa, Alice, and Patchouli all of the special ability to use magic.
