Not even Yukari and Keine's abilities can't touch a yama since their ability only works on somthing with a history or somthing with a border, but yamas do not have neither of those since they aren't a part of the reincarnation cyclus. She would be able to beat everyone in the entire universe without even flinching. Yes I know, she lost to the heroines in PoFW, due to the spell-card system. She only follows that system because it's the right thing to do in Gensokyo, and the yama's only does the right thing, and are thereby neither good nor evil. It's that thing that makes them able to clearly judge things as black or white. She's probably not even used to the spell card system since she normally never fight.

If something had no borders it would be a singular continuous featureless mass (this is literally said by Yukari somewhere), and Eiki certainly has fucking history or else how the fuck else would anyone remember anything related to her in the past? And if Yamas control all, including the gods, where the fuck does Hecatia stand here? ZUN's outright described her as the strongest character shown in Touhou so far.
