Sariel/Konngara: Technically unratable. They have no dialogue, so their motives are unknown. However, considering that one is an angel and the other is an "astral knight," I really doubt they had a bone to pick before Reimu started kicking that ball into people's faces.

Yuka: Not evil in any way. Reimu and Marisa were in the wrong.

Shinki: She's not evil. They were tresspassing and she defended her home.

I would say Kaguya as well by almost putting the world in danger, but (as much as I hate to say it...) she didn't do anything to the actual moon, just swapped it with a fake one, and it would only be for one day hadn't Yukari jumped to conclusions.

Yumemi: She wanted to kidnap the touhous and take them to a place where they won't be happy! That's the most evil thing of all!

No. Sariel is obviously some form of fallen angel, residing within Makai [Demon World], since she's fought as the final boss of the Makai path (possibly an 'angel' of the god Shinki?).

Konngara is some form of Satanic entity, being the final boss of the Jigoku [Hell] path.

Shinki proclaims her resting place to be Pandaemonium, also the name of the capital of hell in Milton's Paradise Lost. Alice is, for some odd reason, credited in the ending as a Witch of Death. Death was Satan's daughter in Paradise Lost.
Mai's theme is "A Judas Kiss". Judas is in the same circle as Satan and Brutus in The Divine Comedy so we can assume Mai is a reference Judas and Yuki is referencing Brutus.
The Grimoire of Alice is based on the Grand Grimoire, a famous black magic book said to grant you Satan's power.
