But Okina’s purpose is clear enough: to totally destroy Toutetsu. No detailed reasons can be found in the game, but it seems that the major issue is the fact that what Toutetsu absorbs influences her character.
Toutetsu is the embodiment of avarice; even if she is destroyed, she will soon revive. Toutetsu absorbs the hatred and malice in the Former “Lake of Blood” Hell, and thus is heavily influenced by them.
Okina may be worried that by absorbing malice Toutetsu will eventually become a serious threat, so she decides to destroy Toutetsu with all necessary means.
After the incident, reborn Toutetsu comes up to the surface world and absorbs the desires here instead, so she becomes more open to negotiation.

After discussing with youkais in Gensokyo and the Former Hell, reborn Toutetsu makes a covenant and becomes the official administrator of the Former “Lake of Blood” Hell.
And Okina also becomes the administrator, as a representative of the surface world, of the Former “Lake of Blood” Hell. In this regard, it seems that Okina grabs this chance to gain control of the Former “Lake of Blood” Hell.
The endings also mention that people accept Okina’s takeover because her nature of secrecy fits the job to conceal the Former “Lake of Blood” Hell full of malice, while the nature of Toutetsu may still remain an unstable factor.

A divine beast in the form of a lamb. Through greed and gluttony, she can swallow anything whole, physical or spiritual, organic or inorganic. Furthermore, by swallowing something she gains an understanding of it, and gains its power. Her personality also seems to be influenced by what she eats.

She's the leader of the Animal Realm gang Gouyoku Alliance. The Gouyoku Alliance is an organization that stays out of the spotlight, keeps an eye on the bigger picture, and enjoys scheming to swoop in and take everything when the time is right. Their motto is "Fisherman's Advantage" (an idiom about taking something while other people are fighting over it).
She loves underhanded and cowardly methods, so the other organizations are sick of her, but she's admired by her underlings as a reliable boss with a practically unbeatable power. That said, she has no attachment to having underlings, and prefers to act on her own. Perhaps because of her influence, many others in the Alliance also just do whatever they want.
Despite her appearance, she is clever and cool-headed, and prefers to avoid pointless fighting. If she determines that an enemy can't be threatened, she'll try to get them to join her. If she determines that won't work, she'll try to establish a superficially cooperative relationship. If she determines that won't work either, she'll choose to immediately flee.
To the Gouyoku Alliance, total war is truly a last resort.

Using the opening provided by the fuss with the animal spirits, she set her eye on the former Lake of Blood Hell, where she schemed to get her hands on not only the Animal Realm, but all the desires of the surface too. However, her plans were revealed to the humans by a secret god on the surface, and she was destroyed by an anti-Toutetsu assassination scheme.
After regenerating, she gave up on monopolizing the oil and decided to cooperate with the secret god.

blood is a crucial part of creature's body, and contains so many elements, physical or spiritual

Yukari wrote an article under someone else's name saying "I hear Yukari does abstract bullshit all the time, you shouldn't mess with her", another character confirmed that the article was exaggerating, and circumstances have repeatedly come up where Yukari can't do half the stuff she says she can.
At the very least, Yukari definitely isn't doing that stuff "all the time". Most of the time Yukari isn't even acting, just gathering information. She never just snaps her fingers and resolves something. Even her most commonly-used trick, opening portals, has restrictions similar to the portal amulet in The Dresden Files - she can't just connect any two arbitrary points, they need to be close to each other or have some kind of sympathetic connection which she can tap into.

Wizards in the Dresden Files are capable of opening portals between the physical world and a spirit world called the Nevernever, but it's anyone's guess where they come out (you could enter and get attack by rabid fairies, or exit and find yourself inside a volcano).
The protagonist eventually gets his hands on an amulet which can *map* the Nevernever, allowing him to hop in and out as a reliable means of transportation. If he needs to get somewhere specific, then it will guide him to somewhere nearby he can open the right portal from. Sometimes he can't get there in one jump, so it guides him through a series of portals to get him in position first.
At one point he needs to break into the Vault of Hades, and the only place he can find a faint connection that would let him open the portal is while breaking into another highly-secure vault on Earth. He knows the guy who owns this vault and could just ask to be let in, but then it wouldn't work because there's not enough spiritual connection between a secured vault and an open one.

Yukari seems to operate under similar rules, except she can see the routes herself rather than needing a tool for it.

IIRC both Hades and "Old One-Eye" (the guy who owns the mundane vault) had full knowledge of what the protagonist was doing, but needed to oppose him so that he could pull it off. Hades even has a friendly chat with him afterwards. That's Gensokyo logic right there.

Oh, and Old One-Eye is the being once known as Odin, but he doesn't have enough faith any more to maintain that form full time, so instead he takes the form of a mortal or of various figures derived from Odin. It's implied that he's only alive because he struck some kind of amnesty deal with YHWH where one of his aspects receives a massive infusion of faith from children each December.

Besides that "can only enter the Lunar Capital by passing through the reflection of the full moon" thing, we've seen a few instances of it with Maribel. Renko describes her abilities as being somehow connected to shrines and temples, and she was only able to travel to TORIFUNE by connecting a torii on board the station to one at a nearby shrine. She also seemed to involuntarily connect with that Izanagi Object and see the place it came from.

SWR also follows Yukari as she gap-travels to Heaven, and shows that she needs to make multiple jumps rather than skipping there directly.

Finally beat Flan's C route jesus christ.
As someone who doesn't care about multiplayer/fighting games I though this one was more satisfying going through the story mode than all the other Taso games gameplay-wise. The way you get a clearer picture of what's going on exactly the more you play was also pretty cool.

Pretty interesting Toutetsu is one of the few final bosses that's actually a direct threat to Gensokyo's balance through raw power alone unlike the usual incident-causers' roundabout methods. Even despite not having fully drained the lake, Flan's the only one who can actually put her down. Would have been interesting to see what happens had she succeeded.

There's a trick you can do for Murasa. Wait until one of the ground unblockables is close to hitting you then anchor up. You should be able to land back on the ground normally before another one hits you. Repeat this two more times. The third time you anchor up anchor towards Toutetsu twice mid-air so you're right above her, then attack straight down. This should hit her right as she's vulnerable and let you get a good few hits in. Doing it this way I only managed to get hit once.
