All other sites suffer from awful layouts to navigate around or from being too dead to sustain an actual community. And in like 90% of the cases those end up used to repost pieces that were or will be posted on their pixiv/twitter.
Off the top of my head I can recall: seiga.nicovideo, plurk.com, pawoo.net and nijie.info.

fc2 or hatena blogs but id imagine you'd have to dig really, really deep to find someone who consistently updates.
i've also seen artists who post exclusively on instagram, mostly traditional kind of works for niche fandoms outside of touhou. mostly kids or fujos.

unfortunately for most artists, for them to reach the average person they have to congregate on "mainstream" sites. like sure you'll have people posting on smaller platforms but like who's going to go there. it's like advertising in the middle of the woods.
if your goal is to just find people who draw specific things, use the search tools available on those sites or just lurk around. there's always one person who has like maybe 10~ followers and pumps out crazy good art.

fediverse in general is a good place to find jp artists, but you'll have to sign up for lots of instances to fully see everything because of gay mods and blocking server shenanigans.

In the early 2000's I went really deep down the OekakiBBS rabbit hole, before even 4chan.
There used to be so many of them, with so much fantastic art. I bet the elves still have some active communities.
