I'd argue Aunn is pretty popular, she shows up in every piece of fan work where the hakurei shrine is shown. (except if it's some yuri doujin where no other character show up). Yukari, Kasen and Okina are the great sages of Gensokyo. Yukari was immensely important in the formation of Gensokyo. Yorihime and Toyohime are part of an ancient civilization of highly advanced lunarians living on the moon. Junko is one of the most badass characters in the series. Hecatia is the most powerful (even more than Cirno). What's so great about Youmu?

Youmu honestly appeared in the era where white haired girls even became popular. Her hairstyle itself isn't novel, but I'm hard pressed to even come up with a girl who had white hair and it wasn't to show that she was albino, to contrast with dark skin, to show her age, or actually light blue/pink in the late 90s, early 2000s era. (PCB is from 2003, before even Fate/Stay Night or Little Busters or anything). More than Rumia, like >>36830072 suggested, you could name PC-98 Alice or point out that Flandre also has a side bow and bob, with a sidetail hanging off.

If you want to really point out something, Kurumi from LLS, Alice from MS, Flandre and Rumia from EoSD (and Rikako from PoDD as a stand out with only the ribbon) all have a similar cut. (Kurumi has a longer layer in back but still a bob in front). Youmu might even only have white hair to avoid being another blonde. Also I'm really bothered now that I've realized most of the PCB cast has relatively similar hairstyles. Hell, you could argue that Youmu is just Sakuya with Remilia's hat bow.

The graph shows again that Youmu has been an outlier for at least ten years, probably since the very beginning (39.4% in the 2nd THPP).

Her rise in popularity in recent years was also measurable in the exit polls, so it's definitely real.
Last year she was 2nd place in the final exit poll and only 3.4% votes behind Koishi.
The exit poll made up 6.5% of her actual votes, so it's not a small sample.
Four years ago she was still on 6th place and 33.3% votes behind Koishi in the exit poll.
