I just count the years by the passing of seasons in the games.

ESOD (Summer\Autumn) > PCB (Winter\Spring) > IN (Not sure, think it's Summer again) So by IN Reimu has aged one full year.

If you count the fightan' games and POFV I think Reimu has aged somewhere around 2 to 4 years over the games. I'm a little hazy on this so I'm guessing 3 years.
