No, because that's no one's true opinion then. Like it or not most people just blindly pick the familiar ones. Who cares? Pick who you actually like the most and find their placement after. There are literally over a hundred characters and most of them have a lot of appeal. Like top 50, maybe even top 70 is what matters, not top 5/10

Youmu had a lot going for her last year but keep in mind that her popularity has been increasing ever since Ten Desires and she hasn't dropped in rank since then.
She managed to pass Koishi and became 3rd place two years ago even though, at the time, she hadn't had any notable appearance in the official works in 7 years.
She also got very close to Marisa and was very likely to pass her the following year but then she also became playable again and appeared in the mangas again.
The way her popularity is increasing so much is that for some reason she's been possibly the most popular characters with Japanese teenagers for many years.
Every year she has one of the highest no. 1 vote rates (>30% for the past few years) and the same people keep voting for her every year, many of them being well into their 20s by now.
Although she hadn't much going for her over the past year, I think her popularity has increased compared to two year ago but possibly decreased compared to last year meaning that she'll probably be in the Top 3 again.
That being said, I feel like the popularity of Reimu in particular is decreasing significantly (-1pt for ages 15-19), so something crazy like the Top 3 being Youmu, Flandre and Koishi isn't out of the question.
I guess there's a chance that both Yuuka and Marisa will make some gains again due to Lost Word but that game seems mostly irrelevant now.
