Let's look at the masters, one by one.

Shirou: Self-explanatory. Also the guy with the strongest servant.
Rin: Pretty competent for her age, but still just a kid. Also had a pretty decent servant.
Caster: Oh god servants shouldn't be masters aaaaaaaaaaaaaa
Souchirou: Not even a magus. Has two servants by way of technicality, but he might as well be Caster's servant.
Sakura: More like Shinji. And Shinji combines the worst of Shirou and Rin.
Zouken: Spends half of HF dicking around and the other half dicking around.
Kotomine: Also has two servants, again by technicality. If he weren't, you know, completely fucking loony, he'd be the best bet for winning.
Bazette: Isn't it sad?

Seriously though, if Archer wasn't about killing himself they could have won the Grail War. Rin's the most powerful magus, she just has a tendency to screw up sometimes and Archer, who is older and knows how she operates, could guide her from making all of those mistakes.

I understand that in open combat he's not really that great (he IS best on the stairs), but a triple-battle of magic-reinforced Kuzuki, magic-reinforced Assassin, and A-rank spamming Caster would probably beat anyone but Berserker. And if she's willing to sacrifice him, Caster can distract Berserker with Assassin while beamspamming Ilya.

But F/SN's grail war was "child's play" compared to F/Z.
Due to the way F/Z ended the fifth(f/sn's war) got rushed by a lot.
The people who have long sought the grail and those who both sought the grail and helped in making it have "priority" in the system.
The Einzbern, Tohsaka and Matou families will be chosen before others.
The association being a orginisation other than the ones who helped in the making of the grail, are also privelaged as their interest is top amongst the "others".
The fact that the competent people of the Einzbern, Tohsaka and Matou families all died in the previous war doesn't really change things.
Tokiomi > Rin
Kariya > Shinji/Sakura

Sakura was a tool, while she is more competent, all the things they did to her makes her "mind" unsuitable for that of a master, thus unsuited for the job.

Iliya may actually be a better master than Iris, but the fact that their support and everything got cut off in F/Z it doesn't really cut it anyway, as they don't have someone like Kiritsugu to help them.

Kayneth was the association's ace and Waver was their best "runner up", either way Bazette got screwed by the one competent Master who survived the war.

Ryusuke was really F/Z's "wild card", in a way he is comparable to Shirou, then again, it was really Caster that acted like the "Master, among those two" and the Caster class is generally good at that and that goes for both Casters in both F/Z and F/SN.

Kiritsugu was a pro, among the very top in his field, his support towards the Einzberns was Invaluable to them.
Kotomine really is a competent Master, and a good one at that, but he never really had an interest in the war and without someone like Kiritsugu his interest lies elsewere.

Spirits in Fate can't contract other spirits--there has to be some live, mana-filled solid medium to make the establishment. This was the whole reason behind Arc not being able to contract/feed Ren. Caster bound Assassin to the mountain because it was the most efficient--no drain on her mana, no drain on Souichiro, and she could have kept him fed indefinitely from the souls all about Fuyuki, enabling him to act at capacity as the gate guard.

Servants need some sort of connection to the time that they've been summoned to. This is something a regular Master can fulfill, but Caster cannot. So instead of being connected to a Master, fake Assassin was connected to the mountain itself.

Also, Dark Saber's master was Sakura. Caster controlled Saber, but that was just magichax that got her under her control, not a Master/Servant relationship.
