First of all, I see you're on "HandBrake 1.3.3 2020061300." 1 year is an eternity in the world of video encoding, you should stay up to date. Handbrake 1.4.0 is out.

CRF is complicated, you can read something like https://trac.ffmpeg.org/wiki/Encode/H.264
Best to try short clips and compare.

Another problem also seems to be the recent bias. All search engine results when able to find anything relevant focus on younger models. She must have been about 20 in the photo sets I saw in 2006-2010 for the broadest range, however it's possible they were older photos fromthe early 2000's or such. But this is a grain of salt, all I know is she was probably about 20 at the very latest in 2010. More likely the photos were from 2005 or so, and if she was 20 then... it's a very possible thing that she isn't active anymore, reducing findability.

Why is it impossible to find lists of models by year who were not the most popular? I haven't found anything like that, anyway. You can't win this battle by supporting traditionalists, even in Japan, because traditionalists in all countries have always been the first and harshest to attack sexual expression. The only way forward which keeps gravure and other Japanese adult content available, is to support new grassroots movements to preserve them. There may not be such in every country, but in countries that had good relations with Japan at some point, there probably are. In my country these are left-wing, maybe in some countries they're right-wing. It's not important what their economic views are on the wider scale, only on how they view relations with Japan. Of course my country's current left-wing government has botched the economy just as much as the previous right-wing government, they continue many of the same policies, but at least they want better relations with Japan and are trying to uncuck from China because they acknowledge that China is very capitalistic and imperialistic (they're unsuccessful and media still has pro-Chinese bias, but they're trying).

If you want a future where you have gravure, then support politicians who want better relations with Japan based on what Japan has to offer. Gravure is only the peak of the iceberg, and loli manga and figurines and such are all part of the same package: for good relations with Japan, it must all be accepted. This is why my country always had good relations with Japan, except the brief period of our most recent right-wing government, because we accepted that Japan has all this to offer and if you don't like it, you don't have to buy it or look at it but it's on Japan's terms what can be imported. Sadly Japan put some economic restrictions during our previous government that still have not been reversed, but our current government talks with Japanese businesses about these things. I don't specifically know about gravure and such, but any business with Japan is good for other business with Japan. This is what more countries need to understand, this not only applies to Japan but it would go off-topic to expand.

Importing Japanese products is not dependent on SJW's or conservatives or anything. It's only dependent on businesses with ties to Japan and public perception of Japan as positive. This is why Chinese media is easily dangerous, and some Korean media as well. They wouldn't be dangerous if good relations with Japan were maintained and there was at least balance, but when relations with Japan deteriorate, Chinese and Korean media can turn people into puppets for anti-Japanese neo-authoritarians.

It is difficult to seek politicians to give the people more freedom, especially on sexuality. For this reason, I believe the best tactic would be to be demanding better blanket protections for sexual expression. You may not like it if you're against homosexuality or transgenderism, but this is the only way to pass laws to ensure the legality of gravure and other Japanese adult content. If the law cannot exclude even fetishes such as lolicon or necrophilia or bestiality, then the law protects your gravure needs. No SJW would ever seek to overturn it, because they would have to ban homosexuality and transgenderism. Some conservatives would try to overturn it, but they almost guaranteed wouldn't succeed because of the wide scope of the law.

Gravure and other Japanese adult content is at risk for non-Japanese, but there is still hope in most countries.

From my understanding, yes, in America it's true libertarianism is the only solution for sustenance of Japanese adult content being imported.
