I believe it's not exactly a long o, at least from the Japanese perspective. The Japanese o is a monophthong, whereas the English one is a diphthong. I always assumed the ou was a diphthong, closer to our o, but with more of a tightening of the lips, as signified by the u, whereas the oo was just a stretched out monophthong. In other words, toe-hoe is actually fairly close, since it's a diphthong like our o and it's twice the length of a normal Japanese vowel, which is short and clipped in comparison to a normal English one.

Of course, I'm not a linguist or any shit like that, so take it with a grain of salt. That's just the way I always thought about it.
