Purple is a fine skin tone in my opinion, since it actually makes it seem like she... has skin, instead of being shrouded in darkness.

My favorite pokemon is Gardevoir. Not just because it's sexy, but for the emotional closeness and companionship. Female Gardevoirs can be lovers, Male Gardevoirs can be bros. Or lovers too, if you want.

Jynx originally had black skin (or didn't have skin at all, depending on your interpretation).
Some children's books author wanted to get some publicity so she targeted Pokemon, which was really big at the time. She said Jynx was offensive because she was a depiction of an african-american transsexual, media picked up on it, and there you go, now Jynx is purple.

Aside from the creators, no one knows what inspired her design. AFAIK the only theory that involves her being based on a black person is the one about Zwarte Piet (an assistant of Santa, consistant with her Ice type and her taking the role of an elf in the anime), which is not a racist one.
