Well that trend started a long time ago now, and 7 does have a lot of compatibility issues too. They first made real mode software impossible to use by merging the NT and the DOS branches of windows with XP (which was a big mistake -- all of the issues with millenium come from the fact that it was a rushed, unpolished version that no one supported seriously because it was known to be the last of it's kind), then they butchered the NT kernel with Vista and forbid the use of 16bit applications in 64bit versions of windows for some reasons (it has nothing to do with amd64 CPUs being unable to work in 16bit mode) creating incompatibilities with both DOS/pre-95 Windows programs (notably installers that still ran in 16bit mode) as well as some earlier NT programs (I do have a few doujin games that can't run properly on any version other than 2000 and XP). Sure, there are compatibility settings, but they only resolve a limited number of issues with older programs.

I recalled that TakedaP (the guy who did those IM@S videos on sharp MZ) made some Win16 emulator, but after checking it to be sure it turned out to be merely a DOS emulator (even if he did have an actual Win16 one you'd still be fucked for Win32 applications, and you would have had to compile it yourself anyway since he stopped distributing binaries a long time ago).
Virtual machines might help for some stuff, but what the old Windows version will see will be generic, unidentified hardware with limited capabilities compared to your actual hardware, so there will be no hardware acceleration for programs that require it, be it with OpenGL, DirectX or anything else.
Personaly I don't have problems with compatibility since I kept most of my older computers and recovered a few machines just in case as well when businesses and schools were still throwing away pentium III and earlier boxes left and right, but nowadays it's getting harder to get those for cheap without searching for quite some time depending on the era you want to cover, thanks to crappy youtubers, resellers and faggots with more money than common sense.
