Given the right sets of gears AKA the same equipement as the higher level executioners then I actually believe that Kotomine could win.

His level as an executioner was always described as top-class and outstanding.
His skills may infact be greater than ciels.
Ciel got lots of spells and psuedo immortality though so Kotomine can't really touch her but skill wise Kotomine could actually be better.

Now Ciel has been explained by Nasu to be far out of Nanayas reach and while Kotomine may not be as good as Ciel in terms of combat, Kotomne could still be closer to Ciel than Nanaya.

Powerlevels is still only powerlevels though so in all likelyhood anyone of them could win.

Kotomine is nowhere near as good as Ciel in an actual fight. Ciel has superior thaumaturgy for her keys, a superior body, and more actual fighting experience. The only thing Kotomine is better at is being a soul-crushing douchebag and healing other people's wounds and maladies.
