You have a lot of commanders that are either low level capped, have too few actions, or are extremely frail and slow even if they have a decent level cap.

As for Sekimei strategy, put in 2 tacticians (Kurosaki and Uruza would be good) to hopefully get speed boosts on everyone else so that Sekimei doesn't get as many turns in between your own. Then frontline with either Kenshin, Rance and Leila, or Gon, Rance and Leila to save Kenshin's few attacks for as late as possible. Ran could be a good third back row if she has All Guard Shiki, then switch her out with someone in the front that you want to conserve attacks with (one plus for using Kenshin at least is that she'll be almost as fast as your ninjas due to her level).

The problem with giving it to Uruza is that while she does great damage for her level + high number of actions, if she gets hit, she's dead.

However, you don't really have much a choice though, unless you throw them onto lower level ninjas (Suzume or Kanami) then get at least the Pain-Point Helm in one of the Tenshi areas. I'm pretty sure you can still do dungeons and get items in allied territories, you just can't levy them.

There is an event in the southern Takuga territory to fight ogres. You can do it twice, each time giving you 1 level to all commanders. They only cost 1 action fan a piece, and you can complete them within the same turn.

Also, can you recruit Sanada Tourin? He may only have 3 actions, but he is better than Uruza in terms of dealing damage (probably faster too) without items due to Fuurinzaken, assuming you haven't leveled Uruza past 60.

Regardless of whether or not you're talking about starting with them or getting them through the course of the run, yes. If you are going to try and get the bonus for future runs, I'd recommend doing Takeda's first so that the generals get hired quickly. Mouri and One-Eye are pretty easy to get so they should be left towards the end.

The only downside with starting with more than one house bonus is that even with +9 NP bonus, you're probably not going to be able to recruit anyone unless you fire your starter Oda units or conquer 5-6 territories. Not much of a problem in normal or 1 star routes but that lack of gold can make the harder modes worse than they need to be.
