Reason and terror balance. Youkai, at least the more intelligent ones, are endowed with reason and don't think of all humans equally. Just that you CAN, and perhaps WANT to kill and devour someone doesn't mean you do. There are other factors.
Also, terror balance. Even youkai who don't like Reimu's presence know better than to pick an uncertain fight with her.

But, I'm not going to go into detail here since every reply in this thread will be dismissed as a pathetic attempt to see logic where there is none.
