All the routes in SWR happen at different times and by playing through them all you get the whole story.
In every route, except Tenshi's, she's the last boss. So instead of stopping after getting beaten up once, like a normal last boss, she kept going until she got beaten up by every other character in the game leading her to be seen as a masochist.

Because Tenshi had very pressing reasons to keep going.
Right out the gate Yuyuko solves the incident faster than anyone, including Suika. Because her ability to manipulate souls gives her arbitrary environmental shaping capacity with everyone's souls dispersed into cloud, she tells Tenshi to keep the incident going for as long as possible.
Then Suika shows up to crash on Tenshi's couch.
Everyone else ends up fighting her because that's how incidents work, and then Reimu demands reparations for the destroyed shrine.
Yukari hates celestials and finds Tenshi rebuilding it very suspect, so she declares that Tenshi is enshrining her family to use it as an anchor and then destroys it again so that the youkai can do that themselves.
Then, to top it all off, the next day Suika invites the whole cast again to kick the shit out of Tenshi because they haven't had a punchable celestial in their reach for a very long time.

Very little of this is initiated by our blue haired maiden, but she won't back down from a fight.
