That's how things were being done in the States for the past year. It sucked at times, but things could not have been easier.
The test and quiz part was a half exaggeration. They do count depending on how your points are weighted. The part that gets people is responsibility. People are lax these days. Classes are online now, but the quiz and tests mean very little unless you consistently get 100s, and even then you risk failing if you don't say anything or just don't show up to class (participation, etc.). You can't just log in and go back to sleep either. If for some reason you don't have meetings, you can just line out your homework and just turn things in, do the tests, etc. before they're due. If you're lucky, you only have to sign in once a month assuming you have enough points to pass using that method.
