Doubt it. Just more people who find it ideal, or Japan just doesn't put as much emphasis on brest size as in the West. Japan is full of pedophiles and Japanese women don't develop. But if you look at Japanese porn, anime, VNs, etc, the ideal body type is generally large chest. Small chests are just novelty.
