Yukari. Ability to fundamentally fuck with reality by manipulating borders. Is in charge of the Great Barrier, can instantly kill everyone by opening it if she wanted.

Reimu is invincible and could collapse the border with mere thought and was the very reason the spellcard system was invented. Ex-Keine's ability, when taken to its logical conclusion, is probably the most broken ability in the entire touhouverse and possibly in all fiction. It's basically omnipotence. However, it apparently has some restrictions that we don't know of, given how Ex-Keine hasn't already just made it so that youkai don't eat humans and have never eaten humans. So it's hard to rank.

Almost everybody of stage 6 or higher, and even some of the stage 5 bosses, has at least something of equal power. Seriously, being able to kill anything with a thought would be absurdly broken in almost any other fictional universe but in Touhou it's just another end boss ability, nothing special.

If Yuyuko didn't have the additional benefits of being functionally unkillable due to being dead already, and being one of the smartest characters in the zuniverse, she would be almost weak for an end boss.

Remilia - Fate. Maybe in the long run, but unless she can alter Fate enough to be "dies of a heart attack" (loldeathnote), she's not on that level.
Kaguya - Eternity isn't very weaponized. At best it gives her a lot of time about how to strategize about fighting you.
Shikieiki - Cosmically powerful, nothing notable individually.
Kanako - God, so limited domain.
Utsuho - Fusion. Throwing stars is impressive, but the stars can miss.
Byakuren - Mage of immense power, but nothing deadly.
