Throughout Japanese media, I keep coming across dead parents and car crashes over and over again.

So and so's parent's are dead? Cause? Car crash. Does this have something to do with it being considered a no-fault death? Is the dead parent ingrained due to absent fathers?

Over and over it shows up in anime and TV. The big question is why.

Or is it just lazy character development?

It's just an easy way for authors to solve why no one asks for their parents help when a character is faced with trouble that can be resolved by adults. The alternative is to just act like no adults are present in the story, which is the more common approach
