Yes, I can actually see this happening. Ciel as the cool and levelheaded sempai who is always willing to talk, teach and scold, and Shirou, the slightly idiotic underclassman with his hero complex, I imagine the conversations between them as being quite amusing, with Ciel trying to persuade Shirou out of his ideals by telling him a bit about her personal experiences while Shirou stubbornly rejects her scolding while cooking her some curry.

Also, I believe that bullshit Typemoon is trying to pull with Arcueid and Satsunjiki would make much more sense with Ciel and Shirou, heroes of justice.

Not a chance. Ciel would have no reason to believe Shirou is Roa, and as such would never pretend to be his friend long enough to fall in love with him. Also, even if she did, Rin would notice something was up instantly, and shit would go down.

That said, if they were in the same game as a protagonist and heroine, then yes, Nasu would probably write it so they would find some reason to develop a relationship and have sex.
