Just woke up with more inspiration to this theory.
Chloe's alternate personality makes no sense at all if she's a traitor. If she was a spy, you'd think that she would try to hide it like the other spies, like how Gunhild hid the fact that she was a general from Geroy too. But in the "first" encounter of Chloevil, both Lilja and Koshka are already aware of Chloevil, in fact, they even already had a nickname to her, a nickname written with Kanji. Now it's strange that two characters that aren't even Japanese gave a nickname written with Kanji to her, it's more likely that Miyao gave her this nickname than anyone else.
So this Chloevil of her is something that happens ocasionally and other AOU characters are aware of it, and Okonogi's chops are what turn off the personality. CPPs aren't personalities that can be turned off like that, so she's mere cause DID, induced by trauma. Spies would try to hide their existence especially if they had the advantage of being a extra CPP personality. Therefore, Chloe is innocent. What do you think, everyone?
