In my country the UK I know of several mid sized companies and a few govt organisations which have officially announced they are never going back to the office, never ever.

Has japan got rid of offices too? Will they? They often seem to complain about office presenteeism culture where they're expected to stay until the boss leaves. It would be the perfect opportunity to let people live somewhere more affordable than Tokyo and have time to have babies. Has japan seen a shift in working culture due to COVID?

because a huge benefit to the economy comes from having the office culture, so many businesses rely on servicing the part of the economy, billions of dollars

I live in a city that is a tech hub in North America, and everyone is currently working at home due to covid.... downtown is currently decimated, businesses closing for good, the streets are way more dangerous

Well economy is living thing so when some kind of business model stops working or stops beign profitable enough, since people dont move that much there will be other models that will become more wanted and viable profit wise most likely. But then again we already have too much people in world and not enough jobs and while tech gets better there will be even less jobs when big companies just automate things when its possible. It is complicated matter indeed.
