Looping Satoko who is acting as a spectator is shown as her Saint Lucia form but the Satoko in this scene is her 1983 form.
I believe the purpose of the scene was not to show Satoko not caring about her brother and moving on but rather to show Satoshi's death and that he will never awake from his coma.

So was Lamda always intended to be Satoko, and the Takono references were red herring? Or was it Gou just hard retconning them together? When I read Umineko I for sure never connected Lamda to Satoko, but when I talk to people apparently some do think they were connected

There never was anything deep about the Satoko-Lambda connection. It was just people making comparison between the shitty consoloe sprites as "evidence" and taking the jokes from the minigames at face value.
Gou is hard retconning since its also dismissing Umineko Tsubasa's Memoirs of Lambda too.

Pretty much, since IIRC R07 confirmed that LD only granted Takano a wish and thus made her a game piece of hers in the lead up to a manga of his.

Gou pretty much made more sense considering how Lamba and Bern were former rivals, and that they fought each other before.

Gou was an idea from quite a while ago. DragonKnight07 didn't specify it exactly, but he said the plot is from a time when "there was only a 10% chance of gettign an anime". After being asked to send over a rough pitch, he apparently "wrote a phonebook in a week". Apply pinches of salt as needed. I guess if it feels rushed it could be because no one did any editing after that, lol. (See the first Gou NicoNico panel in October.)
Now we obviously don't know how fast things progressed from there, but considering anime production in general and that Gou was delayed due to COVID, I think it's reasonable to say it's from around 2018, maybe closer to 2017 or so. I don't think Gou will end with looper Satoko dying and Rika treating JK Satoko better as a result. That would mean killing off looper Satoko after all this development.

Considering we never saw the original Satoko or Rika dying (Satoko merely touched the horn and her consciousness was given looper powers), it's possible they will return there somehow. But I think there is a more likely ending than that.

Whether JK Satoko got Mario'd and turned to ash or she had her consciousness copied to the sea of fragments to be a looper while her original self simply put the horn in its place and left the shrine, the fact is that Rika never died in that world. She went with everyone to Angel Mort. Even Featherine can't just force her to loop unless she's dead. And she never died.

Satoko's consciousness has been looping back into worlds branching from the Matsuribayashi arrangement of pieces, trying to convince a non-looping Rika (who does remember her own loops from the original Higurashi) to treat her better in St. Lucia. After her betrayal she ended up killing her with the chandelier. But this Rika is not the original from Matsuribayashi, that one went to Angel Mort and never died. This Rika is one that only just defeated Takano and still hasn't gone to St. Lucia. She remembers her own looping history, but she doesn't remember any of these new loops. Satoko killing her with the chandelier means nothing to her because it's a new Rika every time, the chandelier only means that Satoko has decided to start killing these Rikas if things don't go her way.

The Rika in these worlds is always the same one, fully determined to leave Hinamizawa after finally surviving her own loops. Satoko keeps killing her but it doesn't stick because it's a new version of this Rika every time. In episode 22, Satoko said goobye to Satoshi because she's decided to live as a looper. She also saw all the original fragments Rika went through, losing empathy for some of her schizo friends but maybe gaining affection for Keiichi. The thing is, she now knows all the triggers to fuck with Rika's worlds and ruin them.

Here's the important part. After episode 22, Satoko went through another loop, let Takano lose like in Matsuribayashi again, let Rika go to St. Lucia and let her act like a bitch to her, before getting them both killed. But this time she had asked Featherine to preserve Rika's memories in these new loops. That's why she made Featherine send a figment of Hanyuu (which we see at the start of episode 2) to inform Rika of this. This is why Rika wakes up in the sea of fragments at the start of that episode wondering what the fuck happened and why she isn't at St. Lucia. Satoko has been looping for a long time, but this is when Rika starts keeping her memories and effectively looping. The Rika in the previous loops was basically an NPC like everyone else, only with memories of having been a looper up until then and a strong desire to leave Hinamizawa.

This means that the original Rika from the VN is alive in that world. Satoko went through some loops and killed past versions of this Rika (starting with the chandelier). And now she allowed one of them to go to St. Lucia (to commit the sin of mistreating Satoko) AND keep her memories of all the loops going forwards. So technically Gou Rika is a new Rika that splits from the ending of Matsuribayashi, while the ORIGINAL Rika from the VN is still alive and who knows what became of Satoko's body in that world.

It's very possible that VN Rika and VN Satoko (from the ending of Matsuribayashi) are still alive and made up at Angel Mort after Satoko left the horn in its place. While looper Satoko is a copy of that Satoko's consciousness, split off from her when she touched the horn. And Gou Rika, who is being forced to loop with Satoko, isn't even the same Rika from the VN. Technically she has the same memories and experiences, but she's a different one because the original is alive.

So Gou will end with looper Satoko and looper Rika awakening as Lambda and becoming Bern respectively, BUT their original Matsuribayashi versions from the VN are still alive and well and probably managed to become friends again.

I'd argue that the "change of heart" happens during the Watanagashi festival. From Watadamashi we can see there isn't anything different about her, she still breaks into the Saiguden. It isn't until after Takano and Tomitake split off from Shion and K1, that things go differently for them. In Onidamashi Takano and Tomitake simply go missing, in Watadamashi they steal a van. We don't know what happens to them in Tataridamashi, but in the last arc from Nekodamashi she decides to turn herself in to Tokyo, something we actually aren't sure happened in the other arcs.

In Onidamashi Takano and Tomitake "go missing". Later K1 goes to the clinic and is turned back by someone who I assume is one of the Bloodhounds. Did Takano hand herself in here? We don't see her admit it to Rika, and it's too early in the fragment for Rika to have forgotten about it, Rika is still suspicious of Takano in the later arcs. So did Takano really turn herself in? Or was she simply caught? If she was turning herself in every time why would she and Tomitake steal a van during Watadamashi? Maybe she only turned herself in during Nekodamashi? I'm not sure whats going on here....

When a Keiichi remembers things from other arcs, it's just that, memories. It doesn't mean the past Keiichis are somehow reincarnated as him. They will never experience any of it, their memories are simply passed down to a different version, making that version feel like he experienced those memories first-hand.

I'm guessing from the different results we see in Onidamashi, Watadamashi and Nekodamashi, that there are multiple methods that Satoko uses to break Takano.

Does she confront her directly? What could she say to Takano that would do that?
We know Satoko has seen the original 100 years, so maybe she she knows what to say to get that effect? Maybe something similar to what Tomitake says to comfort Takano at the end of Matsuribayashi? Maybe she just guilt trips her Or maybe Satoko somehow informs Tokyo about what is going to happen?

If Satoko tipped Tokyo off about Takano's plan in Onidamashi I can see that being the reason that she and Tomitake simply went missing, they could have been kidnapped by Tokyo. Alternatively Satoko could have scared them off somehow or even just kill them herself. The Police aren't able to find them so that makes them hiding out in the woods less likely.

Watadamashi... the fact that Takano and Tomitake steal a van is strange in the first place is strange. In Onidamashi we see that Takano has her car at the festival, it was left abandoned after she went missing. Why would they steal a van and not take Takano's car if they were trying to run for their lives? Did she not bring her car to the festival during Watadamashi? She lives in Okinomiya so I would expect her to bring her car every time. Was she unable to take her car out of the parking lot for some reason? Did Satoko command them to steal the van for some reason? Why would she do that?

Nekodamashi has the best result for Takano, she gets taken into custody but she turns herself. She's also got Tomitake backing her so it's likely she will receive a weak sentence. She seems to fully regret her actions when talking to Rika, so its most likely she was shown the error of her ways here.

The Rika in Gou is just different from the one that went to Angel Mort, because Satoko looped back to 1983 Matsuribayashi. The original St. Lucia Rika experienced the Saikoroshi world. The second looper Rika trapped in Satoko's loops never had the chance to experience that, including the one that died from the chandelier who never even looped.

Hanyuu probably knew she would disappear when her horn healed, so she wanted Rika to respect her parents and stop being Rika's mother figure. She said she felt guilty about stealing that from Rika's mom since Rika's birth and making her seem like a weirdo, ruining her relationship with her mother. And then she made Rika loop to save her from Takano, which only made her detach herself from any affection for her parents because they are doomed anyway.

Hanyuu wanted to stop being basically Rika's mother because she knew what would happen in the future when she became Featherine. She wanted Rika not to be so attached to her because she will turn into a monster. This is also why she was so hesitant to help Rika back in the original and wanted to stay in the loop for as long as possible. As soon as Rika moved on from 1983, her horn healed and she disappeared, coming back as Featherine. And then Featherine ignored Rika completely and only revealed herself to Satoko to fuck Rika over and reawaken Vier.

There are the Matsuribayashi-based Rikas from looper Satoko's early loops. These are like Keiichi and the others and don't remember Satoko's loops, only Rika's original loops which made her so determined to leave the village. These didn't experience Saikoroshi at all, not even the one in Satoko's very first loop, because that required Hanyuu being around (might still be the case, we see her as a human, but presumably disappears before 84), Rika having a freak accident by pure chance (which would almost certainly not happen again, since Satoko's actions would always create differences in small details like that even if she didn't mean it). So Hanyuu is around for long enough for Saikoroshi to happen before she disappears when the horn heals, but it does NOT happen because the chance of a freak accident like that repeating during that short span of time is ridiculously small.

And there is Gou's looper Rika, which is the same as the above Rikas but given the ability to remember Satoko's loops (and then improved to remember her deaths too). This is the Rika we see at the start of episode 2. We can see her remembering St. Lucia, which means Satoko let the story advance that far before choosing that Rika as the one that will remember the loops. Hanyuu leaving Rika explains why she isn't around to help in 83 during her Gou loops, even though she was around for like a year before disappearing in the original world AND the early Satoko loops. As soon as this Rika is made into a looper, Hanyuu disappears for her even in 83.

This looper Rika, just like the others, is unlikely to have gone through Saikoroshi, due to its sheer improbability and the fact that she only had ONE world with Hanyuu around (her original world where she went to St. Lucia with looper Satoko). As soon as Satoko kills her somehow, she appears in the sea of fragments in episode 2 wondering what happened and with Hanyuu saying she can't help.

Aside from all this, one of the reasons people thought Saikoroshi had been retconned (which is ridiculous due to its importance for Rika's character) is that Rika is looping again when she said she wouldn't even if she died young. But that doesn't matter because 1. This Rika did not experience any of that, only the very first JK Rika did and that one is NOT looping at all. And 2. Rika isn't even looping by choice, she's being dragged into this by Satoko and Featherine.

The VN itself even had commentary from Ryuukishi saying that Matsuribayashi was a cheap victory for Rika because she forgot her lessons and challenged the readers to come up with an even better finale. As for Satoko, people tend to forget she's mentally ill and Irie said her brain is conditioned to be a bit fucked even after the syndrome is cured (this is from Minagoroshi, not something Gou made up). She's co-dependent of Rika because all her other friends have moved on. Rika is the only one keeping all her mental fuckery, guilt over her parents and Satoshi, and everything else in check. Rika betraying her makes her feel alone and suddenly all the shit she's been repressing comes back without her having any emotional support. It's not as simple as saying she doesn't want to study or that she wants to monopolize Rika.

And Rika literally forgot Hanyuu's lesson from Minagoroshi about how she treats Satoko like a cute pet instead of a human with agency. Rika wanted to leave the village and radically change her environment, taking Satoko with her as a trophy of her victory, as a familiar face she wants to keep around, thinking very little about Satoko's needs.

Hanyuu apparently disappeared at some point between Saikoroshi and Watanagashi of 1984. When Satoko got the test results of her medical exam and Irie said she was cured, Rika said that Hanyuu was gone and that this had something to do with everyone suddenly being cured very easily. Then years later Satoko enters the shrine and there is Featherine. This is all in the original world from the end of the VN.

So the world you mention would probably also have Hanyu as a human and then disappear a year later because of the horn healing. The same goes for all the Satoko loops before she makes Rika into another looper.

Hanyuu only seems to disappear for good when the second looper Rika starts looping and Hanyuu's figment is sent by Featherine to tell her all that.
