Nah, Sakuya's design is basically copied straight over from this one manga he liked, I wouldn't say that's indicative of his tastes as a whole. Like, just because I liked Nichijou and Nano's character in particular means I got a robot fetish if I were to put a character inspired by her in one of my works. That said, ZUN absolutely loves lacey victorian-esque clothes, which often go together with the maid look.

This. So many of the games, especially the early Windows ones, feature powerful women with one or more loyal female subordinates. Some are literal domestic servants, some are familiar spirits, others sapient pets (!), and more recently, Satono and Mai are magically controlled thralls with no free will and seem perfectly happy with this (!!!).

There is no way this isn't his Magical Realm. The depictions of these mistress/servant relationships always stop short of the really obviously fetishistic, but they're handled in just the sort of way that a stealth fetishist would handle them. There's lots of them, and he sometimes gets just creative enough with them that it's clear he's having a lot of fun with the idea, like Chen with being a shikigami of a shikigami.

Let's also not forget that one VERY INTERESTING choice of terminology for that one mechanic in AoCF.

I've always found it funny how maids seem to be simultaneously more fetishized and less fetishized in Japan than in the West. Over here the phrase "French maid" has extremely sexual connotations, but mainly refers to the outfit and isn't really tied to any master/servant fantasy. Japan on the other hand seems much more likely to treat maids as cute and innocent, but focuses a lot more intently on what a maid actually is, even having themed dining establishments based on that premise.

Probably has something to do with the nature of moe as something that's fetishistic but not entirely sexual.
