For beginners
Everything you need to know about tenhou itself can be found here http://arcturus.su/tenhou/

Explanations for the tiles, rules, scoring etc can be found here:

Games to test your Knowledge:
http://www.gamedesign.jp/flash/mahjong/mahjong_e.html
http://arcturus.su/tenhou/scorequiz/yaku.html
http://arcturus.su/tenhou/scorequiz/

Please read 2-3 sites before playing and even then try the singleplayer games first.
Playing without knowing what you do is not only frustrating for yourself but also for your opponents, a player that left because he couldn't ron for his no Yaku hand or because someone ron'd his discard just kills the whole fun for everyone.

Usually, a game lasts around 30 minutes, so please, if you're not going to stay until the end, respect the other players and don't join a new game.

Also keep in mind that Mahjong is more a game of "not losing" than straightforward winning.
Furthermore you play with 3 other people and luck plays a big part in it, so dont expect to win more than 1 out 4 games, especially not as a beginner.

If you read some of the linked sites and still have questions feel free to ask.

Addendum for >>3346013:
There is also a key statistic called rate that is always denoted by an R followed by a number. High rates simply mean better players. Tenhou changes your rate based on how well you play. The starting rate is 1500. A high rate lets you play in different game ranks and enter tournaments, so it is wise to keep it high.

The +/- stuff you see are the REAL scores that are calculated from the points you've gotten from the game. This is how two people that end with 25000 points can have different +/- values so there's no tie.

This article should cover it.

I think I've worked it out. Posting the source wouldn't lead to anything, since it is not in JavaScript.
Basically you test every possible combination of pairs and melds that are possible. You start with 8 shanten.
Then, while building each combination (recursion seems feasible here) you deduct 1 for the pair and two for each meld (pon, kan, chi). (That's a guess, but it works well with my test data.)
After that you return the minimum shanten you get at any point during that calculation.
Of course, you need to work out Kokushi and Seven Pairs separately, but that's not much brain work.
