Leaving Gensokyo

What I've been wondering is if it's allowed for a Humen Villager to leave Gensokyo. Would Reimu allowe it or is it a similar situation like a Human turning Youkai ?

I mean, Reimu do send back outsiders (if they survived long enough to reach her shrine). Not sure about native humans, tho. Maybe a villager could pretend to be an outsider in order to escape Gensokyo? That would make for an interesting plot for a doujin.

They probably can, but they're dead if they leave the village itself and not Gensokyo. Reimu is the only real defense they have since she's obligated to help them as opposed to an outsider who would be fair game.

As far as I know Human in Gensokyo are a lot stronger then those in the Outsider World. The average Villager should be able to fight off an average Youkai but they are usely outnumbered outside the Village. If simply going to the Hakurei Shrine would that dangerous then Reimu must be fucking retarded to complain about the fact the she doesn't get any Visitors.

This scenario has potential to become an awesome adveture story. The Protagonist is some random kid who is obsessed with the Outside world and frequently leaves the safety of the Village to find random trash from the Outside. Having to fight off dangerous Youkai to be able to continue their research, they become quit a competent fighter. After sometime, his/her obsession becomes so big that they decided to leave Gensokyo to explore the Outside World. Depending on how Reimu policy is on the whole topic, the story either end with them leaving Gensokyo with the approval of Reimu or it could continue with them having to try and find other ways to leave while simultaneously having to watch his/her back to not get fucked by the Authorities in Gensokyo

You can be descended from royalty and live as a commoner. Having royal blood doesn't magically make you not a commoner.
Some humans might continue it, but there are probably fewer now if people like Reimu and Marisa are considered prodigies.

Even in the most lighthearted Touhou manga Reimu and Marisa talk about a youkai dog eating villagers in Gensokyo.
It's pretty clear cut that new Youkai that come in Gensokyo don't know how it works and will often do stupid shit like eat humans or cause a ruckus in the village.

If I remember right, that was a nascent youkai that hadn't really become one yet, Kasen helped it to become a more helpful youkai before it was too late and told Reimu it was just an ordinary dog
