A bit of both. You need to follow some ground rules but most of it comes with the experience. One of the rules is to not needlessly call on tiles. The riichi will always give you a han. And you always have the chance of ippatsu and tsumo while you give up on these when just calling a honor.

Also stuff like "open 3 color straight" or "open chanta" or "open itsuu" is just as bad as calling a honor.

Remember riichi only give you one more han. So if you already got a yaku and 5han, there is no point in calling riichi since it will still be a mangan hand unless you got lucky with the uradora.

If your hand is already shit at the start, just go for the cheap win and don't let other people win. Winning a 1000 hand is better than letting another guy win a big hand.
