Nobody knows the full story, but before holofes, Luna talked about how they would have idol outfits for the concert, and then right before the concert, she made a Twitter post retracting that and apologizing for misleading everyone and that she wouldn't be able to perform in her idol outfit. Then when holofes rolls around, none of Gen 4 have their idol outfits, so either none of them were finished on time or all the other members decided not to use theirs in solidarity with Luna. Afterwards Towa also talked about being frustrated with the concert as a whole, since she felt like they were isolated from everyone else and weren't given a chance to perform with their senpai.

I think it's exactly because she doesn't pander to EOPs that she has so many dedicated ones. The rest make meme videos or one-off streams to pander to EOPs then go right back to Japanese streams and mostly ignore their new foreign fans, so they end up with pretty much dead subs who will only watch them when they upload some EOP bait. Towa pretty much treats everyone the same and doesn't try to pander to anyone, so the people who end up watching her become actual fans and aren't just there for the memes.

Pandering by definition is just one off things and those aren't going to bring in loyal viewers. It's most evident with Fubuki who got on top sub wise by spamming meme videos but her viewership and superchat numbers were bottom tier. Towa is the same dumb autistic debiru as she has always been much more confident these days but no other major change. As much as the incident took a toll on her mentally, I assume it did also make her do a lot of serious self-reflection judging from how insanely bummed out she was over it, all which matured her thought process. I don't know her personally, of course, but it feels like that was a significant moment in her professional mindset to start taking things more seriously, think more critically, just be more aware of how she's being treated and should be treated.
