Two things
1. Komachi was pretty damn good in SWR
2. I main Cirno. I use her all the time in IRC.

I used to think she was horrible as well, but then I saw some how certain already weak SWR characters were made even weaker. (Alice and Reimu come to mind.) She also has a few tools to help her along the way.

Cirno's main strength comes in the form of her 5C. At certain distances from the corner, you can combo a counterhit j5C into j5a j8a j5C, giving her decent damage off of her best fishing tool. Hell, you can even do 5C j5C if you love that goddamn move so much (you know I do). 5C even combos into 5 card ice hammer for some serious damage.

Once you establish to your opponent that he better fuck off with recklessly and predictably charging in, one of two things will happen.
1. He'll come in and graze for an extra period of time, expecting to counter attack after a grazed 5C.
2. He'll start to turtle, and try to block 5C attempts.

Both situations open up your melee game.
Option 1 has your opponent closing the gap for you.
Option 2 makes your opponent wary of throwing out attacks to stop you from coming in. Because your opponent is wary of 5C and because Cirno is quick, you'll be able to actually close in without worrying about an opponent's melee.

Cirno has additional tools that I won't get into detail: 66C's graze attack properties, 66B hit confirming into spinny sword spell card, 6B's decent midscreen blockstun, j5a's surprising range, 6a's size, wrongblock orb damage from 2a and j2a, and most importantly, the fast, long range, and safe on block melee, alt 214 (ice charge).

Whether or not Cirno is bottom/mid/top remains to be seen. The American scene is no where near large enough to have different players testing out different characters in different ways. In addition, the game is only a few weeks old. Who knows what players will discover as they continue playing, but the point I'm trying to make is that Cirno does have tools to deal damage and help her land melee, so she may or may not be the bottom tier that we all thought.

I play anyone who is willing to play. As for your Hong, I would suggest more j.2a. It has a rather large range and will beat out most aerial approaches. Even ground ones as well. What you really wanna do is just keep grazing my Patchy until you end up grazing near me when I 5C. If you graze that I'm going to get hit because of how long the recovery is. Hong's lack of good graze attacks/Youmu's speed makes the match kinda sliding into Patchy's favor though.

She's definitely not bottom tier. If anything, she's mid at worst -- probably at best too though. While she has a lot of useful tools - and I won't even reiterate most of the things you said because they're fine as they stand - the point remains valid that compared to other characters, her melee is pure shit. While icesword and some of her SCs do improve her melee game, if say, Cirno and Youmu get into a fist fight, our poor ice loli isn't going to stay standing for very long. And while her 66C is one of the better ones in the game for mistake-punishing, Yukari's easily beats it out so there's no way she can make it above mid.

Don't argue about it, it's a point the IaMPfags ACTUALLY have over us. Wrongblock isn't suppose to push off the aggressor, but it does, heavily enough to screw up pressure combos. Yes, the blocker loses spirit and stays in blockstun a tad bit longer, but those are suppose to happen regardless. With tools like BE and system cards to relieve pressure (Bombs, Counter, Pushblock), getting pushed off a wrongblocker is still "rewarding" the blocker.

Other than that, the weather, the 1-button SCs (it's two buttons LOL), and whatever else they complain about is just pointless whining. Pressuring is to fightan as air is to breathing, so it's worth getting riled up about.

I made a system card only deck for every character and they're goddamn awesome.

SC-only decks work surprisingly well too though, I made a bunch expecting them to be the same quality as joke decks but they actually get shit out fast. Especially so since you don't have to bother wasting time powering your shit up, but you'll have to deal with default skills.

Youmu doesn't run airtight strings. She just runs loose pressure/scary b bullets pressure/staggered strings pressure/reset strings. Aside from some crush strings (Though these mostly involve bluesword), she's not really a character you need to be BEing against.

If you want to improve though you should really come by the channel and start climbin the ladder. Magister, Dimglow, Jetm, myself, etc are all far and away better than most the rest of the channel. (just picking out notable /jp/ regulars)

Playing against the "midtiers" in IRC would be helpful if you're serious about improving. And the format encourages paragraphs of advice as well!

You can 5AA 5B into the spellcard.
