It's a cultural thing. I read somewhere that it has to do with "guiding" the characters rather than "being" them.

Some do, but most Japanese gamers have trouble with the dual joystick style of control common in many Western games. You'll notice almost every Japanese shooter is third person and has an "aim" mode/button.
