Why the neck? Gills need a lot of surface area to be able to produce enough oxygen for an animal, if they were squeezed on the neck I think they would be a bit too small. On the torso they can be big enough to get plenty of oxygen. See the size of the gills of some fish compared to their overall size.

Ah anon. Let's take this one step at a time.
First, I am not arguing that more gills is better. I am arguing that you need enough gills to provide enough oxygen to the body. How many gills is that? If you look at fishes in the weight ballpark of humans, like a smaller species of tuna, you'll find that the gills occupy a pretty large volume in proportion to the body, as shown in the pic I posted above.
Next, why are gill next to the head. They are there because gills function by having water flow into them. This process is more effective if the gills are closer to the point where fresh water hits the body directly instead of flowing over it. To be more specific, this has to do with the pressure of the water at specific point around the fish. Higher pressure means the water will flow through the gills more effectively, thus you want you gill closer to the front of the fish. See the picture attached.
Second, the nose, gills and mouth are not close or on the head to be closer to the brain. Regarding the fishes, the brain does not consume particularly more oxygen than the rest of the body. Regarding humans, the oxygen has to travel through the nose and mouth down the larynx down to the lungs, where the oxygen in the air is absorbed and distributed into the blood. Then, the heart pumps the freshly oxygenated blood back to the head, as well as the rest of the body.
Thus, the analog of the gills in a human is not the nose or mouth, it is the lungs. You'd want gills to be close to the heart so the freshly oxygenated blood can be pumps to the rest of the body.
