That would be horrible. There would be a man in the game which is the protagonist.

It will be a VN with shooters. After wall of texts, it immediately goes to boss fights and the strength of the spellcards would be measured by powerlevels.

Maybe even a fighting game?
That would be a spin-off ala [Game name][Number][Decimal]

Who would make the music?
Both of them which means we'll be hearing beat-esque music with synthesizers.

Who would do the art?
ZUN for sprites and Nasu for the portrait.

Most importantly, what would it be about (if anything)?
It would be about a normal gullible guy without special powers BUT will acquire them in later stages through meeting up with girls ranging from girls who scare you by not getting involved with magic shit to batshit insane girls who must kill you because you will prove a threat to them later on but you get to deflower all of them anyway except for the stage 1 boss because they are all forgettable. Stage 3 bosses and above will live in the guy's shack and making up a plan on how to defeat the EXTRA boss.

Oh, and it all ends in teatime.
