Touhous are Windows games. These days you can buy most of them on Steam, but (for no reason in particular) I invite you to look up Moriya Shrine. The first 5 games are old and retconned but still worth checking out (you'll need a PC-98 emulator which you can easily find).

In terms of gitting gud, I advise starting with easy and using continues if you need to. To get general dodging skills you just kind of have to play - the scene games are great for that & very relaxed (StB, DS and ISC). Then you'll need to learn how to not waste bombs. If you need more specific advice, come back later with more specific questions.

I won't go full /g/ on you, but consider Linux as well if you're deep into computers. It's more secure for most things.
Otherwise, stick with windows and remember that 10 is for everything else and 7 is the best.

Commands and so on. You'll do a lot of configuring to get things work, and even more configuring for emulating Windows programs.

Think of it like this way. Windows is a blank, Linux is the stones in a stream of water.
You have to step on each stone to get to the other side, Windows on the other hand lays a straight path so you can just walk there.
Both lead in the same direction, one just requires more than the other.

Correction, only a few of em are and UFO is still unavailable for the time being for whatever reason. So for that, the first four fighting games and everything before Mountain of Faith, you need Moriya Shrine.
