Why?

Because Touhou lives off of anticipation. Of the next doujin, album, game.
Animes come and go. If there was a Touhou anime, it would come to an end and that would be that. Most would probably forget about Touhou entirely. "Party's over, everybody go home", so to speak.
It would be like Evangelion. There would still be some hardcore, stalwart fans, but not nearly as many.

tl;dr:
Even if you don't agree with that, you have to agree that being such a juggernaut and having the anticipation for an anime helps Touhou much more than an actual anime.
