Because she's not a great entertainer/creator compared to her peers and her content creation is rather limited. It's post-holocaust and they still haven't secured permissions from the devs of games she'd like to play, but if we had Square-Enix and From permissions, we'd see probably see her going through Dragon Quest and the other From games she hadn't finished, but until then you won't seeing much variety.
She's way more popular as a NND/Fantia camwhore, so it makes sense for where she'd put in more effort. However if you do manage to catch her doing oekaki with collabs or utawakus(solo or collab), they're pretty great because of how shit she is and the fun she has with them, but otherwise her content nowadays is just majorly zatsudans and "look how gay I am" zatsudans with tidbits of casual games everyone else is playing sprinkled in. She only looks like she's not well-known because she has different priorities and a very niche specialty.

She's just a very "my pace" kind of girl, her EOP pandering is pretty weak and inconsistent, whenever it become her time to play the FOTM she usually get's it done in a stream or two, and her choice of games is rather bizarre mostly due to timing. I like to think things are getting better, at least it feels that way going into 2021 even if not very ambitious she has a lot of plans as Noel most of them aimed towards being more social, and Noel in general has grown a lot more personal even if that means she's also more openly negative.
Even taking into account the recent troubles C seems to be slowly returning to her usual self, and even if for better of worse, it's never going to go back to how thing used to be, I like to think it was just a shitty year for her, as it was for most people, her content and mood changed but there has also been a very clear interest on her behalf in growing as a person, on both accounts

I feel you anon. I only joined her NND a year ago and when looking at her older streams I sometimes wonder if she has any regrets or if she views doing lewd ASMR as another opportunity to cement being a career streamer. Let's not forget that she could buy new audio equipment (including a 100k USD KU100 ASMR mic) and be able to have a separate studio because of the lewd ASMR in conjunction with hololive gaining popularity.

Let's just hope that this year will be better for her. And since you've moved on, just hope she remains the same. Yes, things may never go back to what they used to, but I believe what she once was is still there. She's just figuring out how to balance everything.

I really enjoyed this past year of following Noel, it's pretty obvious that on both account things weren't ideal the August-October period was a really bad one , but she still remains a very hardworking, nice and likable girl who's style of streaming just continues to grow stronger.
There's really no outline on how to do this shit, it's mostly just figuring out as it goes. So i stay hopeful and positive that things will get better going forward, she's already on a way better environment that before
