The next IN style duo team will have Mokou-Kaguya, Mokou as the human side. Sanae can't be paired with either Kanako or Suwako, since its either both or none, so she'll get Kogasa wearing miko clothes. Byakuren with Shou. Hell, Shou is disguising as a human, so Shou-Nazrin is also possible. And Suika-Yuugi, who-cares-about-the-human-part team, all brute force, all the time. Also they're drunk, so the controls will be messed up.

I want a Murasa-Nitori team for the sex. Fantastic Flying Youkai battleship.

Looking back the current trend, ZUN is probably going to make some side game or a versus shooter next.

EoSD, PCB, and IN introduced more characters and got more complicated mechanics with each game

MoF wipes the slate clean with just Reimu/Marisa and introduces new characters. SA and UFO become more complex.

Between those 3-game cycles were non-standard shooters like PoFV and StB.

Conclusion: Expect a large cast for the next game, but don't expect to see much of them after that.

Main problem I imagine with writing Sanae into any new plot is you've got to avoid making her plot too similar to Reimu's plot otherwise she becomes redundant. Reimu and Marisa have their own thing going, with Reimu following her intuition in a lazy carefree manner to get back to doing mostly nothing and Marisa following her whims to find something interesting. Mostly this seems to have ended with Sanae being a good girl that does what she's told to do.
