Any reason why ZUN doesn't put the moon sisters into a Touhou game? Did he ever give a reason as to why?

They aren't too relevant outside of the moon and other stuff like them testing Reimu's ability to summon gods. I can't see a likely reason why they would show up if not for something related to the moon or on some mission since they would have very little reason to actually visit Gensokyo.

As much as I'd love to criticize ZUN for not allowing us to knock their teeth in, the fact of the matter is that there's no real reason to use them in LoLK. They wouldn't work well as intermediary "you have to go here now" characters like Sagume is, they're just not really that type of character. The best he could have done was use them for the extra stage, but clearly ZUN decided he'd rather prioritize expanding upon Junko and Clownpiece than revisit a character that already had a major manga role.
I think he's mentioned once that the Watatsuki bitches don't get to appear because they're too strong, but realistically shouldn't Hecatia be even stronger? Maybe he just means too strong for a standard game, but that still feels like a weird excuse to me. Of course, it could be that he never said that specifically, just like how people misinterpret another quote from him regarding why Mokou and Kaguya were cut from Hisoutensoku.
