ZUN especially in his earlier days based his Touhou series on stuff he enjoyed.

ZUN got a lot of stuff for Touhou 6 from Sarai and this isn't all his inspiration.

I don't know, maybe, but it's far more likely that the idea of immortal vampire loli is just something inspired by the general cultural zeitgeist of Japan in the early 2000s. Touhou had already established itself as a series witha cast mostly comprised of loli monsters and Vampires are one of the more obvious creatures to adapt to that context (especially pre-PCB when Touhou was more western influenced than today). ZUN isn't exactly secretive about his more direct influences but I don't believe he's ever mentioned Interview with the Vampire specifically.

Alright, there's a book called 上海幻夜 (Shanghai Gen'ya) by Fujiki Rin, which is thought to be one of the main inspirations for EoSD.
In addition to the Shanghai name it's said to have a character called Meiling who goes by the pseudonym Chen.
