Why isn't ,,China" capitalized here? Does this have some meaning?

Huh,I never knew you could do that. And here i was setting up my moniter to play it at the lowest resolution possible,and cutting off Explorer.exe to get a Fullscreen effect.

I gotta remember this for when Episode 5 comes out.
