You do know that "it is better to let 100 guilty go free than for one innocent to be wrongly convicted" is an expression, right? It's not meant to be taken literally. Regardless of how your justice system is, some innocents will be imprisoned regardless. The point is that it's better to have a system that lets SOME guilty people away than a system that just assumes everyone is guilty even without any evidence, which leads to prisons full of innocent people.
