She can't alter things that aren't within the normal flow of time though. Like eternal things and pure concepts (which is why Eientei technically had no history until after IN because of Kaguya's ability).

Hakutaku: Apparently the way things work is that nothing is histroy until it is written down and kept by Akyu's family. She can create those realities to be passed on and turned into history.

While benevolent, Keine is a very, very disturbing character. Lovecraft comes to mind. Her thing is that basically what she writes into her scrolls is more "real" than what actually happened. It implies that anything we consider reality is actually less real than the things she just makes up on her own.

As a werecow she can alter peoples memories, coupled with her natural human ability to make shit up and write it down as historical fact means you really shouldn't take a touhou's power level seriously.
