Actually, the reason why there's less magic in the earlier episodes and more in the later episodes is because Rokkenjima is slowly succumbing to the fantasy world.
During episode 1, everybody strongly believes magic doesn't exist, and magic is very difficult to pull of. But for every game played, the amount of anti-magic toxin on Rokkenjima becomes less and less, until in ep4 two Great Demons, two Witches and three top-level Furniture can be summoned onto Rokkenjima AT THE SAME TIME.
