Kotomine did not summon Lancer OR Gilgamesh.

He summoned Hassan-i Sabbah, and one with female identities at that.

Gilgamesh was summoned by a male, Tohsaka Tokiomi. Gilles de Rais was also summoned by a male, as was Alexander the Great and Lancelot of the Lake and Diarmuid ua Duibne.

In short, shut up and read Fate/Zero already.
