Actually China is fairly strong, especially since she has no weakness to be exploited. She's challenged by martial artists in formal matches, Remilia watches those once in a while too.

She's more of a deterrent than you make her out to be. Sure, Reimu/Marisa handled her, but they also put down everyone else in the mansion too.

She's a boss that appeared in one game. All the one off bosses are basically jokes. If you're not in the last 2 stages, the extra, or a main character, you're nothing.

It'd be funny to see her demoted to a sub boss like cirno was in the following game, though.

And she's a stage 3 character. She is likely able to beat, or at least discourage, any character below stage 3. You'll notice that most characters above stage 3 don't wander randomly but have known homes, making it less necessary to guard against them.
