I agree that Saber is kinda boring, and although I loathe the use of that term (since it's just become what people call characters they don't like), I can see her being classified as a Mary-Sue.

All she really has going for her is her character design in visual terms. The other girls have much more simplistic designs, while Saber in battle attire with or without armor is much more striking.

Saber is not a Mary Sue.

She is however a moeblob with little personality. This has a lot to do with the fact that she was suppressing her personality, and by the end of the Fate route she does seem to act more like an actual character instead of a moe-moe mascot. But still, she really is just another moeblob.

Her behavior and design have a much different appeal then 'it doesn't matter what she does and if she is useless, whenever she moves she looks cute,uguu'.
It's a pretty harsh comment.
If Saber is a moeblob, than every character that even unintentionally has cute and moe traits to some extent is a moeblob.
