Lifetime Archer is only good as Archer-Arm Shirou who could barely keep up with Kotomine who was carrying Illya in his arms in the middle of a forest. Ciel can put a bullet into the head of a guy who can dodge bullets. Kotomine can't make sonic booms and therefore much slower than a bullet.

What's wrong Archer-Arm Shirou was at his limits when trying to keep up with Kotomine. Kotomine can't dodge bullets. Ciel can. Ciel can put a bullet right between the eyes of someone who can dodge a bullet after being shot. Archer can only keep up with other Servants do to his swords abilities and reinforcement. And abilities gained from the contract as a Servant.

Your Ciel comments are both not represented in the actual work(may be true or not), and the specific description has been used around for a different character , therefore we can deduce that you just confuse facts.

Ciel can't physically keep up with most Servants, since she is peak human, while Servamts are the step after that. No matter the means, Archer reached that realm.

Check Prologue. Mr. Dawn clearly states he's glad that all the weapons he's buy are being used by one of the few people to keep up with Dead Apostle who show off by dodging bullets after they have been shot but she's one of the few who can put a bullet right between the eye's.

And Ciel is not human she has all of Roa's Magical abilities. She can make her black keys explode into fire summon crows to eat it's target and do all kinds of crazy shit.

Archer needs the abilities to take on Epic Spirits but has less prana backing him up. CG Emiya has enough prana to do whatever the fuck he wants with the expense of abilities.

Ciel IS human. Dodging bullets is possible for Humans, Araya could do it, and Ryougi has faster reflexes than bullet dodging. It's not unique to Ciel. Servants can wallrun skyscrapers though.
An she has retained part of Roa's knowledge, but not all of it(probably what he recovered in that incantation before kileld by Arc). We see what she can do in Tsukihime pretty well.

And Archer is a copy of the Heroic soul storerd, he does not get empowered for no rhyme and reason.

The abilities are pretty much the same, CG has the back up.

No, your wrong on this. Saber in HA it completely said in the passage when Shirou used his command spell to make her 'fly' it was saying she returned back to the previous 'King Arthur' of the legends then shot off like an arrow while also defending Shirou by destroying most of Hrunting. Saber never went anything close to this before now it literally said all limiters were released.

Strange, I don't recall saying anything to that sort. All I'm pointing out is that even though Saber and Shirou had a Servant/Master relationship, after being corrupted, Saber doesn't really give a damn about Shirou beyond what Sakura wants. Since Sakura told Saber to not allow anyone besides Rin to pass through that cave, Saber was not about to let Shirou pass if he attempted it, stating something to the effect that she will kill Shirou (due to her understanding that Shirou won't just quit and leave).

As such, it seems odd to me that Dark Berserker, whose Master is effectively Sakura at that point, just gives up upon somehow discovering Ilya's presence. Sure, Sakura may not have wanted Ilya dead, but she certainly didn't care too much about Shirou's condition (remember, she's ultimately the reason why Shirou lost his friggen arm). If Sakura wanted Dark Berserker to get Ilya, there was no need for Dark Berserker to stop and let Shirou kill him, as killing Shirou would have allowed him to return with Ilya.

Command Spells are essentially huge pools of mana that have to be consumed instantly. In effect, they can cause "miracles" such as teleportation (such as with the example you gave). However, after performing the command, the Servant returns to their original state, as the mana from the Command Spell is consumed during the process of fulfilling the order. If it isn't, the mana dissipates. Re-read the prologue where Archer chides Rin for her silly command.

No, you should re-read the conversation between Saber, Rin, Shirou and Rider. Attached is an excerpt. Saber telling them that if they left right now would result in sparing their lives is exactly what her orders were from Sakura. She is obeying Sakura's order to the T. If Sakura has this much control over Saber, the "strongest" Servant, she has to have this much control over Berserker. She ordered Berserker to retrieve Ilya. She said nothing about how to do it, or to leave Shirou alone.

I did not realize that you were referring to Hollow Ataraxia as I thought we were still talking about Heaven's Feel. Since I have not read HA, I can not continue anymore well-thought out arguments with you using HA as a base. However, from what little I do know of HA, we know that Angra Mainyu is supposed to be the most powerful Servant ever, yet his actual capabilities are extremely pathetic. Legends can overstate/exaggerate a Servant's strength.

You're mistaken. This was in Sparks Liner High and Saber hadn't been injured yet. Shirou was holding back a projection so he could save Sakura with it. Saber was explaining that he had no reason to hold back because he would lose and then she'd return to finish Rin. Shirou, realizing the truth of her words, went all out and defeated her.

A mindless slave does not tell her opponent things that would result in her defeat.
